(이중 국적자의 경우 한국 국적을 가지고 있으면 내국인으로 고려됨)

(2) 해외에서 3년 이상(1,095일) 체류한 사실이 있는 자 (3년 체류 기간은 연속적이지 않아도 됨)

(3) 해외 학교에서 3년에 해당하는 학기를 수료, 졸업한 자 (3년 학업 기간은 연속적이지 않아도 됨) ※ 지원 자격은 되지만 국내 혹은 해외 학력 인증 기관으로부터 인가받지 않은 학교에서 학업중인 경우에는 지원이 불가 함
